COOPI is looking for a Country Administrator in Niger.
COOPI has been working in Niger since 2012, with a coordination office in Niamey and field bases in Diffa, Agadez, Tahoua, Maradi, and Tillabéry. Currently, COOPI operates in Diffa, focusing on protection, mental health, and emergency education. In Niamey and Agadez, COOPI manages mixed migration with transit center management and psychosocial support for refugees and migrants. In Tillabéry and Tahoua, interventions are in nutrition/health and emergency education, while Maradi has a protection project. Key donors include ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF, and UN agencies (UNHCR, UNICEF, IOM).
Job Objective: The Country Administrator is responsible for the proper financial and administrative management of the country coordination and zone coordinations. This includes budget preparation, financial reporting, and ensuring accuracy and completeness of information for the headquarters.
Responsibilities:
- Budget Planning and Control:
- Prepare and monitor budgets for country coordination and zone coordinations.
- Ensure sustainability of operations and proper allocation of fixed costs across projects.
- Economic and Logistics Control:
- Supervise project budgets to ensure alignment with country coordination plans.
- Identify financial commitments and oversee economic management with project teams.
- Financial Management:
- Supervise cash flow and fund disbursement to projects.
- Manage funding from donors and ensure timely financial reporting.
- Reporting and Audits:
- Prepare and review financial reports for donors.
- Ensure accurate record-keeping and facilitate audits as required.
- HR Management:
- Supervise local administrators/accountants.
- Provide training and support for administrative staff.
- Other Responsibilities:
- Maintain documentation and manage administrative relations with public and administrative bodies.
Candidate Profile: Essential:
- Bachelor’s degree in Economics or related field.
- Minimum 5 years’ experience in financial management and administrative coordination in international cooperation organizations.
- Familiarity with donor procedures: EU, FH, UN agencies, etc.
- Proficiency in French and English.
- Strong organizational skills and ability to work under pressure.
- Ability to work in multicultural environments.
Desirable:
- Experience in African countries.
- Previous experience with COOPI and knowledge of its procedures.
